New law gives cash incentives to bicycle commuters

With his yellow rain slicker, reflective vest and helmet-mounted headlight, it’s hard to miss Kurt Oettel as he pedals to work.

“There’s no doubt I’m a bike commuter,” he said. “I look like a geek.”

Oettel, 44, rides about 21/2 miles each way from his home on 24th Street to Gundersen Lutheran, where he works as an oncologist.

He rarely misses a day.

“I took off those three days when there was a 35 below wind chill,” he admitted.

For Oettel, who with his wife has three kids, one car and 11 bicycles, biking to work started as a necessity but continues out of a passion for biking and for conserving energy.

A new law that took effect Jan. 1 provides a monetary benefit for commuters like him and an incentive for others to get on their bikes.

According to the law, commuters can collect $20 a month for bike-related expenses; employers can deduct the expense from their taxes.

The credit, which extends benefits already available to parking and public transit users, was included in last fall’s controversial $700 billion financial industry bailout.

Ironically, the measure’s sponsor, Rep. Earl Blumenauer, voted against it. The Oregon Democrat, who wears a bicycle lapel pin and spent years pushing for the credit, opposed the rescue bill, calling it too expensive and ineffective.

Exactly how the law will be applied — how often do you have to ride to work to be a bicycle commuter? — isn’t clear. The IRS has not issued specific guidance on the rule, said spokesman Christopher Miller.

“A lot of things are not completely explained yet,” said Meghan Cahill, communications director for the League of American Bicyclists, which applauds the law.

Employees will have to produce receipts to document they spent money — on a bike, accessories or repairs — said Mary Jo Werner, a CPA with Wipfli LLP in La Crosse.

It’s not clear from the law whether it’s mandatory for employers to offer the benefit.

“I don’t know why an employer wouldn’t want to do it,” Werner said. “You’re giving an employee a benefit and it doesn’t cost anything. Plus it kind of breeds good will.”

Carl Johnson, owner of Smith Cycling and Fitness, hasn’t figured out how it will work but plans on offering the credit. He has about 10 employees who could qualify as bike commuters.

WisDOT seeks public comment on transportation plan at La Crosse meeting

The Wisconsin Department of Transportation(WisDOT) is seeking public comments on its draft long-range transportation plan, Connections 2030. A public meeting will be held in La Crosse, WI at the UW-La Crosse Cartwright Center, on Thursday, Jan. 8, from 5 to 8 p.m. La Crosse area residents are invited to attend to learn about the plan, ask questions, and submit comments.

WisDOT also welcomes comments and questions via phone at (608) 266-8108, or on the Connections 2030 Web site at: www.wiconnections2030.gov. Comments will be received until Feb. 27, 2009.

Connections 2030 is a statewide, multimodal transportation plan that provides a vision for highways, local roads, air, water, rail, bicycle, pedestrian, and transit through the year 2030. Its policies and recommendations direct WisDOT’s activities in areas such as preserving transportation infrastructure and services, promoting transportation safety, and supporting economic growth.

The plan will guide transportation decisions over the next 20 years. It focuses on the transportation system’s ability to support the preservation of transportation services and infrastructure, safe travel on all modes, mobility for all citizens, security and efficiency in all areas of operation, and economic growth throughout Wisconsin.

Western’s green vehicle runs on 3 cents a mile

Western’s newest vehicle is a commitment to environmental sustainability and a conversation starter.

“People practically break their neck to look at you,” said Marlin Peterson, site supervisor for Per Mar Security at Western.

Peterson drives the $13,000 vehicle around campus for parking enforcement and security. He often stops to answer questions about the vehicle, a Neighborhood Electric Vehicle or NEV, that runs on eight, six-volt batteries.

It costs considerably less than the previous security department fleet vehicle, a Chevy Malibu. A typical fleet vehicle had cost the department about 48 cents per mile to run; the NEV costs about 3 cents per mile.

Central Wisconsin villages, city review ordinances to deal with wind, solar power

Alternative energy is something officials in the Wausau area say they want to encourage among residents, but properly regulating such technology remains uncharted territory.

From wind turbines to solar panels to electric cars, enabling the use of alternative energy comes with benefits and challenges.

Kelly Warren, a volunteer with Wausau’s Commission for a Greener Tomorrow, said energy alternatives only will be feasible if people and government scale back consumption.

“The first thing should always be to conserve,” he said.

In the meantime, local governments are addressing the issue to varying degrees.

Weston’s Village Board could consider an ordinance Monday that identifies wind as an important resource while placing height and other restrictions on turbines.

Administrator Dean Zuleger wants the village to foster such alternatives, possibly by using money from business development districts.

“You have to be willing to be forward-thinking with those folks in the business community that want to give that a shot,” Zuleger said.

La Crosse company sells natural gas-powered car

LA CROSSE, Wis. — With gas prices still hovering above $2 per gallon, imagine paying as little as $1.25 a gallon to run a car.

Such a cost savings comes not from gasoline, but instead pumping a fuel that many of people already use to heat their home or to cook a meal.

Natural gas is a fuel that is readily available, produced in North America and is virtually pollution free. According to current designs, a compressed natural gas-powered vehicle could hypothetically be filled up in home’s garage every night.

A version of this vehicle is available today in Wisconsin.

A Honda Civic looks just like any other sedan seen on the road, but it isn’t. The Civic has a trick up its sleeve.

“This car is fueled by American-produced natural gas,” said Chris Schneider, president of Honda Motorwerks in La Crosse. “It’s stored as a gas and I should say, when we talk about gas, we are usually referring to gasoline that’s stored as a liquid. This is stored as a gas.”
